Ranbir Sharma is an IAS officer of the year 2012 batch, was working in the post of its former Registrar, Firms and Institutions and Additional Secretary, Department of Women and Child Development. He had been suspended by the Chhattisgarh CM Bhupesh Baghel after his video got viral in which he was seen slapping a 23 year old man and also asking police personals to beat him and file an FIR on that man.
The collector of Chhattisgarh’s Surajpur district, Ranbir Sharma, was removed from the post on Sunday after a viral video showed him slapping a man and throwing his mobile phone for alleged COVID-19 norms violation.
Surajpur Collector Ranbir Sharma Suspended
Chhattisgarh Chief Minister Bhupesh Baghel on Sunday removed the collector of Surajpur district after a video of the IAS officer slapping a man for violating lockdown norms went viral on social media.
The IAS Association also condemned the behaviour and wrote on Twitter: “It is unacceptable and against the basic tenets of the service and civility. Civil servants must have empathy and provide a healing touch to society at all times, more so in these difficult times.”
The collector had, however, apologised for his action.
In the almost 3-minute-long video, IAS officer Ranbir Sharma is seen slapping a man while enforcing lockdown norms in the district. He was also seen instructing the police officers accompanying him to beat the man.
IAS Gaurav Kumar Singh has been appointed as new district collector of Surajpur.
Ranbir Singh was replaced by IAS Gaurav Kumar Singh, a 2013 batch officer and Singh was shifted as joint secretary to the state secretarait.
“He was a 23-year-old man over-speeding on a sports bike. He had a fake slip which he claimed was for vaccination. We have to be a little strict with people to ensure that lockdown norms are followed. However, I apologize for my behaviour today,” Sharma said, while refuting claims that the person seen in the video is a minor.
Reacting to the incident and the viral video, Sanjeev Gupta, Secretary, Inter State Council Secretariat, Union Home Ministry, said the district collector’s act was “despicable” and “unbecoming of an IAS officer”. He said he has also raised this matter with Chhattisgarh Chief Secretary.
“Despicable conduct unbecoming of an IAS officer. Beating a young boy and banging his phone. Gora Sahib syndrome! He could have cross-checked with more dignity or let police take action for over speeding. I have brought it to notice of the Chief Secretary, Chhattisgarh,” he tweeted.

The IAS association on Sunday strongly condemned the behaviour of Collector of Surajpur, Chhattisgarh, Ranbir Sharma, whose video of slapping a man for alleged COVID-19 norm violation has surfaced on social media, saying it was against the basic tenets of the service and civility.
“It is unacceptable & against the basic tenets of the service & civility. Civil servants must have empathy & provide a healing touch to society at all times, more so in these difficult times,” the association tweeted.

A police official said the man has been charged under the Epidemic Diseases Act for violating COVID-19 norms.
